RULES
Citizens To Promote Pike - 5th Annual Team Fishing Tournament
April 17-18, 2010 With Fish-Off April 24
Purpose: To generate scholarship funds for Citizens to Promote Pike, to create and promote camaraderie among local citizens, and to share with other the beauty of Pike County and the surrounding areas.
1. The Bass Tournament is limited to 12 boats per day with a registration fee of $150 per boat. Each boat will be allowed 2 fishermen. Pre-registration and payment is required and those paying first will have choice of which day to fish. The Tournament Director is John Sell or his designee. Money is nonrefundable unless there is a boat to take your place.
2. There will be a 10 bass fish limit per boat. Anglers that catch bass over 4 pounds must protect the fish in adequate live wells so they can be released. If you do not have a proper live well, then the fish should be taken to the Tournament Director for immediate weighing and release.
3. Start time will be 8:00 AM, weather permitting. All boats should be in the water by 7:45 AM. There is only one area to launch your boat, so plan accordingly and arrive early.
4. The total fishing time will be 7 hours, weather permitting.
5. The Tournament Director will sound starting and stopping times with an audible devise.
6. Lunch will be provided. Any donations to cover lunch expenses are appreciated. Excess money collected for lunch will be added to the scholarship fund. There will be a 1-hour break for lunch. No fishing will be allowed during this time. The Tournament Director will give a 10-minute signal for all fishermen to be at the eating area.
7. The top 3 boats in total fish weight each day will qualify for the Fish-Off to be held Saturday, April 24th. There will be no cumulative weight. Only the 5 bass caught on April 24th will be used to determine places. There will be a 7 hour fishing time allotment, weather permitting. Starting time will be announced on April 17 and 18th.
8. Prizes will be given to the top 3 places.
9. Chain Pickerel caught must be removed from the lake.
10. There will be a Calcutta Tournament for the largest bass caught each day, with the required registration fee being returned to the person catching the largest bass. In the event there is a tie, the prize will be divided equally. Each angler electing to participate must do so before the start of the tournament with a fee of $10 per person. Both fishermen in the boat must register for this event.
11. Registration fees for the Fishing Tournament are tax deductible.
12. Each angler is responsible for his or her safety. However, in the event of inclement weather, the Tournament Director may halt any fishing. The Director will make resumption or rumination of fishing.
13. Each angler shall be courteous and shall provide at least a minimum casting between each boat.
14. All trash much be removed from the premises at the end of the day.
15. NO ALCOHOL is allowed while fishing or during lunch.

If you believe some of the Letters to the Editor in the Pike newspaper, all we have to do in order to hold down taxes and the need for services is to not let anyone else move into the county. Let's say if your family doesn't live here you can't move here. You could only come into the County when someone moves or passes away. We can bar people from selling their land, stop banks from loaning money to build house or develop land, stop realtors from selling and builders from building. With a static population, we won't need better roads, bigger jails, more classrooms or any improvement in the courthouse. We won't need new businesses in the county, the one's here won't need to expand and we won't need more jobs. Just stop population growth in Pike. Right?
I don't think that's what we want. Even if it was, we can't. The Carl Vincent Institute at the University of Georgia has studied population growth and has found that no legal regulation will control population influx into a community. If you are where people want to move they will come. Pike County is near Atlanta and other areas with employment, is a beautiful rural setting and an attractive place to live. The Institute's recommendation is to plan for growth by establishing development standards that will protect the community and those important features of our County. As my wife is fond of saying, " We can hide a whole lot of folks in theses woods with good design concepts." Yes, and I would add good development standards to that recipe.
In the last several years much effort by the County Commission, IDA, Planning Commission, CTPP and others has gone into developing regulations that protect the county as development occurs. These require better quality development that will look more rural. The latest effort is the Hwy 19 overlay district. I invite you to review the current proposal for a Commercial development on Hwy 19 being reviewed by the Planning Commission and County Commissioners. These regulations are working to keep Pike Beautiful!
Population in Pike will increase in the future as it already has. The time to plan for that is now. The future will require more services and more tax revenue to minimize the impact of growth we must plan now and diversify our local economy. Whether it be regulations,
infrastructure development or funding proposals. We must not vilify our County
Commissioners or others who make suggestions or proposals to plan for the future. Not all proposals will or should be adopted, but someone must make proposals that can be evaluated and debated in order to find the right solution for the County.
We can be that Ostrich with our head in the sand as our population increases, but when we pull it out and look around we may not like what we see. Without planning it certainly won't be rural nor will it be cheap. We must join our efforts for the future of Pike County.
